Vietnam signals new phase of capital-market development to global investors in London

The event, themed ‘Vietnam – Driving Force for a New Growth Era,’ was organized by the ministry and chaired by Deputy Finance Minister Nguyen Duc Chi.

It was attended by Vietnam’s State Securities Commission Chairwoman Vu Thi Chan Phuong, London Stock Exchange (LSE) CEO Julia Hoggett, representatives of the UK Financial Conduct Authority (FCA), and nearly 300 representatives from businesses, banks, investment funds and financial institutions from Vietnam and abroad.

A key focus of the conference was the outlook for Vietnam’s capital market following FTSE Russell’s decision to upgrade the Vietnamese stock market to secondary emerging-market status.

Addressing the event, Chi said Vietnam has taken a range of measures covering institutional reforms, technology infrastructure, trading mechanisms for foreign investors, information transparency and preparations to introduce a central counterparty clearing mechanism.

The FTSE Russell upgrade recognizes Vietnam’s substantive reforms and opens a new stage of development for its capital market, Chi noted.

He emphasized that the reform process reflects the commitment of the government, the finance ministry and market participants to developing Vietnam’s stock market rapidly and sustainably in line with international standards and practices.

Amid major shifts in international capital flows, Vietnam will continue prioritizing macroeconomic stability, improving the investment and business environment, promoting digital transformation and pursuing green growth, Chi said.

He underscored that the country aims to attract longer-term capital associated with technology, knowledge and management expertise.

Vietnam wants UK financial institutions and investors to play a role not only in allocating capital to the country but also in developing new financial products, services and infrastructure for its market, he added.

At the event, international investors pointed to several areas Vietnam needs to continue improving to attract longer-term and more sustainable capital.

In response, Chi said the finance ministry would continue refining mechanisms and policies toward greater transparency and fairness while ensuring investors’ legitimate rights and interests.

The conference also highlighted efforts to deepen links between Vietnam’s capital market and the LSE, one of the world’s major financial centers.

LSE CEO Hoggett said the event provided an opportunity for regulators, market institutions, businesses and investment communities from the two countries to exchange information and seek cooperation opportunities.

Dom Holland, head of market oversight at the FCA, said Vietnam is becoming a capital market of significant interest in Asia.

He underscored that Vietnam’s reforms and its FTSE Russell upgrade are helping strengthen investor confidence and create more opportunities to attract international capital.

London is one of the world’s major financial centers, where global businesses seek capital. Stronger links between the two markets are therefore expected to go beyond attracting foreign portfolio investment into Vietnamese stocks and open up additional international fundraising channels.

One such channel discussed at the conference was the possibility of Vietnamese companies accessing international equity capital through global depositary receipts (GDRs), including fundraising methods, legal requirements and conditions that companies must meet.

Participants also discussed green finance, fintech, trade finance, the development of an international financial center, infrastructure and energy.

The discussions reflected Vietnam’s broader efforts to strengthen its capital market, expand international links and improve its ability to attract and retain long-term foreign capital following the FTSE Russell upgrade.
